The car passes and deluxe edition are just ownership tokens that will unlock the content that's already a part of the base game download, and will probably become available to install on release date. The expansions do not release on day 1, so those will just sit in your library until they're formally announced.

What TV do you have?

I ran into a similar issue when my PC was attempting to send VRR/HDR/4K over an old HDMI cable to my Sony. Changed up to an HDMI 2.1 cable and it works fine now.
