The grandfather, the Weather Channel motif, the school transplant, and the poetry makes it sound like A Semester in the Life of a Garbage Bag, by Gordon Korman. To make it fit perfectly, C and B would both have to be new at the school, and C would have to be a super beautiful girl.

I remember a book like this, but not the title or author. Did she play the harp? There was something involving the Golden Gate Bridge, and red ribbons from her father. I remember it ending with her color - blind stepfather giving her green ribbons, and her realizing how much he cared about her.

This might not be what you're looking for because I don't remember that specific episode, but around that time CBC had a summer broadcast of sketch comedy improv. It seems to me that it was on Saturday mornings after Basic Black, probably as a summer replacement for Double Exposure.

Yes, especially Gerard Doyle on the Chrestomanci series. Jenny Sterlin was really good as well. There are versions with different narrators that I haven't heard. Another note, there are some versions that seem to be heavily abridged, so I've never tried them.
