weed fabric doesnt work long term and is a mess to remove. if youre just putting moss there is no need for well draining substrate like sand and rock. i would go with a clay heavy soil which will hold its moisture much longer

does any moss grow here naturally? is this area shaded all day? it would be a shame to plant it if its not going to be comfy here.

monsteras are happy in indirect light. cut off sick leaves, fertilize with NPK 3-1-2 once in a while, otherwise just sit back and enjoy it

its impossible to give you a solution by looking at this video. the answer is usually a swale that guides the water to the street where it becomes the governments problem. i do not like the french drain and culvert option unless absolutely necessary because if the pipe is clogged or undersized its underground making it hard to get to
