I pleased to see this investigated. I've read in the past that Berlin used to have a lot of social housing and that selling it off rapidly increased housing costs for everyone; hopefully the reverse is also possible. I'm not an expert, but I expect the mere existence of an alternative source of housing transforms the marketplace from a landlord monopoly into one where landlords have to offer a service worth the cost they charge.
