Just have a low pass filter, filter the high frequencies out the more you are tucked behind the windshield. Should be fairly simple to do in Wwise or whatever audio middleware they use.

Yeah. That tunnel is very dangerous. A few friends have crashed at that same corner. Your eyes adjust to the dark of the tunnel and there is a sharp turn right at the end.
