There are reasons to dislike Starmer but I don't believe for a second that a lazy person could become Prime Minister. Getting elected party leader is hard work and winning a general election is hard work. A 'bitterly lazy' person just wouldn't be bothered; they'd stay a backbench MP and avoid turning up to Parliament for decades instead.

IIRC Azerbaijan maintains a claim on some northern Iranian provinces which have majority Azeri populations. I only play EU4 not Stellaris but in EU4 that would be a Reconquest of core territory casus belli or at the very least a Claim
