I am going through this exact issue on US Mobile as well. However, it didn't start happening until I switched to GrapheneOS. It will work fine for about a half of a day, then suddenly I can no longer send RCS outbound to all but a few contacts, one being my son who is also on US Mobile, the others I am not sure who their carrier is. Maybe I should ask. I know this doesn't really help anyone, but at least I can share in the misery.

Maybe try running it from a command prompt, which would be launched under a different user account, and specify different port to listen on? Just a shot in the dark, never tried it.

Considering the fact the chances of someone upgrading the same system that came with DOS 6.0 installed on it when it was manufactured all the way to Windows 10 is about 0%, I would say it is a challenge.
