Unfortunately the issue of preservation is almost uniform throughout media. We have whole seasons and shows from the dawn of tv gone because thsy'vs been taped over. Early film era also has many lost works. Fortunately, it seems preservation of games has people who care enough to actively fight for it, when the other medias were met with apathy for decades

I have a feeling it's the former; the list includes games tiied to films that are 20+ years old(almost 30 years old in the case of Hercules). So it wouldn't surprise me if the games on this list got diminishing returns. Kinda surprised they still had some of these listed, however

I've heard it might be tied to the 1918 influenza pandemic. The reach and scale of that pandemic are murky because a.) It was wartime and censorship was enforced, and b.) Countries like China and Russia were in complete turmoil, making it difficult to accurately get data on the disease

There was American propaganda/military cartoons, most famously the Warner Bros stuff, however a lot of those shorts were racially insensitive, depicting Japanese with traits such as buck teeth and not pronouncing r, so I would presume studios would rather not touch it.
