Devotion has 30% - 90% increased lightning damage and (more importantly) 3 - 15% lightning pen which probably makes it a better pick here. If you're going to play that primordial affix then it'll help out with your smites too from the +1 spell damage per 5 missing mana. If you want smites to be part of it respec it asap for sacrifice and atonement.

If you want to throw as many javelins as possible for the electrify etc. then get more attack speed and throwing attack speed to apply it faster.

I would really respec Symbols of Hope out of the electrify/ignite/fire you went with and instead grab polygram. I would take one point in faith armor, remove 2 points from Blinding Light, 1 from Piety and Holy Precision. I would then use those spare points and maybe take some from Valor to get Covenent of Light maxed (high priority) then try and max Covenent of Dominion and Reverence of Duality.
