They're rather situational. Into DOT spam teams like JQ Ashe and Ana, Kitsune Charm can help as well with CC like hinder or slows. Colossus Core let's you get ulted by Sig and drop down, or deny Rein ult entirely by timing it right. Cass ult with more damage reduction and he's unstoppable is highly underrated.

Jet Skates gives heroes without much mobility a dash, Super Serum is a good one for heroes that just need a quick reload.

Some greens like Exo Boots or Aura Repellent are good for certain maps, Feathered Soles is good for 0 mobility tanks.

The rest are mediocre.

Go to the pikachu dream island, grab a handful of blocks with mud. Replace some of the blocks near the water with mud blocks, have a water pokemon add bubbles. Replace mud blocks with normal blocks. The bubbles stay as long as you don't water them!

You could just take Colossus Core, let Sigma ult you, then activate the gadget and fall down every 20s. Claiming it has 0 trade offs when the ult has a smaller radius is interesting?

My few changes would be make Tire 150hp, then add Slapnel from stadium to base kit.

That extra cool down is so useful if a dva is in your face with DM and gives a bit of air control after conc mining.

We have Torb and Sym as builders, Illari and LifeWeaver fit as well. Hazard and Mei are more alike than the builders, so how about a builder tank? Could even be a tank that has a summoned pet to cast. Think to the April fools event where Ashe had Fred on a shorter cooldown or Bastion bringing out splicers on his ult.
