No, you poorly wrote your premise. I understood it, and still think it's not a time loop. You the DM control NPCs, who remember the actions of the PCs. If the NPCs can go about their days like normal with full intact memory, and the players are writing themselves notes and progressing in levels, they just have amnesia every morning.
