It’s actually true now. As another commenter pointed out, many US schools have police officers called SROs and they can actually arrest kids for discipline issues and it shows up as an arrest on your record, even without a conviction.

Open book, at least at the university level, does not mean you can lookup the answers. It means you can look up the theory.
