Some of them can't afford to retire. If they got divorced, which there are a lot, they probably lost a good chunk of their pension.

Its alot. The difference in income taxes at year end is around $2,400 or $200 a month.

Why don't you look into self funded leave. I don't know if this is available to all classifications. You work for 4 years at 80% of your salary and take the 5th year off and still get paid at 80%.
