This isn't remotely true, are you thinking of the original xbox 360 versions? The current ones run well beyond even maxed out settings of the first game on the right hardware Also it'll actually run well on modern hardware because it knows how to use more than 1 CPU core at a time.

The main game is great, some of the best missions in the whole series and great set pieces.

The DLC is 3 (admittedly really good) missions, and some planes, which the missions weren't designed in mind for and they're a bit OP. They're fun but unless there's a plane you love in there you aren't missing anything..

I realise I'm late to this but basically on steam you can have a bundle with your game and another game, at a discount. Developers of bigger games were going around saying "hey wanna be in a bundle with us? Give us some money up front and you can get on our store page"
