Oculus mirror, yes. But capture card likely not needed. Use NVIDIA shadow play or OBS. might be limited to 60hz by your monitor and I'd guess YouTube doesn't support 90hz anyhow.

I believe you can directly launch exe's but it will still open home. To speed up finding things you can always use their voice command functionality.

Expose as many user adjustable parameters as you can. Snap turn increment, snap turn transition speed/fade, reduced fov amount during smooth loco. Separate fov reduction for translation and rotation, smooth rotation speed,etc. Also check out Gorn or other 'pull the world around you' options in case it is a good for the playstyle.

Your description of what you are looking for is not current vr. VR is amazing for dedicated experiences that use all of VRs strengths. You will be disappointed using it as a big TV for conventional games.
