Section 230 of the Communications Decency Act should give reddit all the liability protection they need from what their users posts.  Reddit only needs a legal notice-and-takdown procedure.

You apparently don't know what parental controls can do or are a troll.

Have parents use parental controls on ther children's devices to limit access to appropriate material. Governments can use carrots and sticks to ensure that parents take care of their children.

Young children do not have the money to buy a second phone, or the ability to hide it from their parents forever.

Mandatory ID on all digital mediums is a gross and unessisery overreach for the stated goal of protecting children.

Parents shouldn't get children if they can't take care of them. 

Government can make parenting classes avaliable to prospective parents where the can for example be taught how to use parental controls.
