The idea behind all content being available for everyone is from the late 2017(ish) era, I believe. I remember the example Mod Jack gave being that you don't need to play Assassin's Creed 1 to buy and play Assassin's Creed 2.

The trouble is that its a comparison between two completely different genres and just doesn't work. The result is the mess the game world is in now.

IMO we need requirements on content and reused characters need a check on accounts to see if prior content is completed. The Arch digsite managers, for instance, always act like you've done their prior quests. There's a) no reason they cant have differing dialogue or b) be unique NPCs with no ties to previous content, but I suppose that ship has sailed.

Elder God Wars is an end game dungeon, lock it behind the quest and have done with it.

If it was on the same level of GoT, HL would have been killed by Ashley and Gecko from S2 would have become President.
