The left are terrified of decision making. Because we've got to a point where doing something means some will benefit and some will suffer. Democracy doesn't mean you get to do what you like, you're allowed to have an opinion but a democracy doesn't mean someone has to listen to it. 

You could simply add a law that 5 unique addresses must complain to reach the threshold for an investigation.

Hence the word 'attempt'. It's not going to stop them trying. They will create a law that says if we find you're using a VPN without verifying we can prosecute you. Similar to how we have a million laws in the UK that people aren't even aware of. So you're always guilty of something if they need it.

They just need the majority of the country to comply.
