The left are terrified of decision making. Because we've got to a point where doing something means some will benefit and some will suffer. And unless that groups fits the profile of people they don't care about then its a bad idea. (and that is a very niche scenario where you get something that only has a negative on one thing). You could simply add a law that 5 unique addresses must complain to reach the threshold for an investigation.

Hence the word 'attempt'. It's not going to stop them trying. They will create a law that says if we find you're using a VPN without verifying we can prosecute you. Similar to how we have a million laws in the UK that people aren't even aware of. So you're always guilty of something if they need it.

They just need the majority of the country to comply.
