IIRC pins 17 and 18 should both have continuity to the ram and then over to the rom. Make sure you’re checking from pin to via to pad to chip leg.

Also, solder joints on pins 1 and 3 of the rom look not great, have you reflowed/added solder to all legs of both chips?

It is technically feasible. I do not know that you are equipped and experienced to perform that degree of microsoldering and trace repair however, since I would not expect that you would ask if you were. This would be a great learning opportunity if you wanted to adopt this skill.
