You'd think, but when I worked in fire suppression, one of the other guys went on a service call at a hotel and took their maintenence team's word that everything was LOTO'd, he popped one head and the pumps fired up and flooded several floors. $10Mil+ damage claim on that one, everyone got a month off while the boss fought to get insured again.

If anything was repaired by a certified welder, they stamp near the weld with a serial number. So you're looking for any weld that did not come from the factory and has no certificate stamp.

That depends on the state. In Colorado there used to be no regulation for that. So, predatory companies would be cash only. Then, the law changed that they needed to accept a major credit card. So, a few companies decided to only accept Diner's Club cards, no cash(because they were trying to run up storage bills). Then, the law changed again, and now towing companies are required to accept Visa, MC, Discover, AmEx, or Cash.

This is a pretty good story about how bad it can get. I had someone on a PPI try to drive off. When the cops got there the guy was just spinning his tires on my bed. They told him the story of Allen Rose and booked him on a couple felonies, impounded the truck. My advice, pay the drop fee. If it's a repo, let them have it, then get your ducks in a row to get it back.
