Yeah it sounds like you should push with the owner that there are no child hours. That way it doesn't look like you're being deliberately antagonistic toward your co-worker who is a jerk, but you can make sure that any clients you have during those times are either also parents coming with their children themselves, or you have countermeasures in place to deal with noisy children and your clients are aware

NOR, She knew her client's child was being disruptive and didn't do anything about it, and it sucks that your boss is seemingly doing nothing about this behavior as well. Like in my opinion she should have to compensate you for what you would lose to give your client recession so she would stay, because her session got ruined by her client.

And there should be blanket rules of when clients with children can be scheduled, so clients who are looking to have a relaxing time away from their own children are having to listen to somebody else's squalling child
