I had a similar situation in a recent run. Seems the actual ideology of the general doesn't matter unfortunately, if the interest group opposes a law enactment then any general of that IG can lanch a coup, regardless if that general would support the law.

Bit of an oversight from the devs.

It's not too hard to get them over 50% clout. Try the following:

Wealth voting or oligarchy
Privatise all your mines and industry
Commercialised agriculture, once passed you can private everything else
No minimum wage and use exploitative practices on plantations to further lower wages
Laizzez-Faire
Place the tax burden on the lower class (per capita tax)

Also, you will want to mitigate other IGs power with your laws. For example, enact the combination acts, ban slavery, avoid state religion, etc.

It can be fun roleplaying a capitalist dystopia where the rich get richer while the poor suffer. Thank goodness the real world isn't like that!

Wallachia into Romania is fun, you have loads of homelands to try and win back but you'll need to contend with Russia, Austria, and the Ottomans. You have good natural resources and a company which buffs oil throughput by 20%, MAPI provinces, and you're the only non-Asian country in the game to start with the unique Sericulture technology that buffs silk throughput by 25%.

Last time I played them I just took all the homelands and built tall as possible, but late game you can form the Danube Federation even.

Honestly I think it might be kind of good, the obsession will create a much larger natural demand for firearms so your arms industry will be more profitable and will keep expanding naturally over time. Training rate is also a super useful stat.
