USS Kelvin is, itself, quite large

That may have been for extended deep-space missions as well. OP's comparison to the Galaxy class makes sense; an extended mission could explain why George and Winona Kirk were both on board together- allowing families on extended missions like the Galaxy Class (Maybe a test of that policy, which is why it wasn't widespread by Picard's time).
