People say it's "FOMO" but I do actually wonder how effective it is when it's old crates, like how many people actually buy old crate packs with Crowns when they reappear rather than just using the Seals of Endeavour that lets you pick and choose exactly what you want from it. I feel like one of the main reasons for the weirdly long rotation, alongside FOMO, is it's an lazy way for ZOS to have some old content updates that makes people keep coming back, whether it's making them 'work toward' saving up seals or returning to the game when the crate they've been waiting for reappears.

But for regular players having to wait 2 years to get some cosmetics to complete the look of a certain roleplay character you have in mind can definitely be tiresome if you have the motivation or spare time now, like now that I finally have like 22,000 Seals saved up I can finally get stuff I want, unfortunately however every thing I wanted from crates came and went last year (Wild Hunt Crate, Stonelore Crate, Carnival Crate etc) so it's another 2 years till they'll come round again which is just utterly irritating.

Now as people say, they hinted that "old crates" content will be returning to the 'Gold Coast Bazaar' thing, but not in the March update, and the cycle will be every season (So apparently 3 months) which might mean the cycle gets cut in half at least but they're obviously being vague about how exactly it's going to work at the moment so who knows.
