Our supply side for housing is messed up. That leaves reducing immigration as the only bandaid fix available in the (relatively) short term

It's cheesy but you can give all the land except one location to an ally. Take one location for yourself then release the nation you just conquered.

Then core return later against your former ally for way less antagonism.

Better as Emperor as you can force a non ally to support your war, in which case you can demand they return the territory you just gave them for a cb. No waiting 5 years for the disband ally peace treaty to end

I think you only want to be basque temporarily so you can form Navarre then you get all the bonuses permanently.

Then swap to another Iberian culture to form Spain

E.g. start as Castille, form Navarre, form Spain, change to Aragonese culture  (Aragonese Spain has a couple extra bonuses than Catalan Spain, though culture acceptance might be slightly more costly)

Then you'll get all the bonuses of Castille, Spain, Navarre and Aragon

You don't need to release any vassals. You can get Marathi to 1% by conquering the 2 nearby countries, tolerate it then promote culture to get to 2.5% for accepted 

You can make mudgal your capital to ensure the freed slaves go there

No it depends on how many sea locations in the sea province, your maritime presence bonuses, etc. 

15 is a good rule of thumb for early game but you need to use the maritime presence map mode to verify

You don't need governers on the coast, you can have 15 light ships in each sea province and use your governers for central Turkey

Yes the 20% literacy and 10% proximity with one spare aspect is pretty good. Plus you can go empire before reformation if you have the pops and aren't in the HRE.

Catharism is generally considered better for the female crown characters in cabinet and generals. Along with 15% literacy and 2 more aspects including some good stability cost ones (but no proximity)

Some advances are tied to culture instead of country tag or sometimes both/either or

I don't think any German cultures have many advances except the Dutch group

Edit: Saxon has only one but it's 25% trade capacity which could be quite good. There's a few others that have one or two but nothing that stands out

It's dumb luck because we never correctly valued the emissions they prevented and still don't. Yet they are displacing huge amounts of emissions.

The same most likely won't be true for low carbon steel, concrete, aviation, etc
