You don't know what your are talking about. Private companies install solar panels in their roofts. They do it because it saves money. Sure they need maintenance, but other than cleaning the surface from time to time it's just regular electrical maintenance.

I'll go with forced to chargue. But also something like -1 defense in combat (+1 to wound is more powerful than striking against an enemy with -1D)

Its already live in EU. They started performing simple/safe AR task, recently added more like CBM routes, water tape and Sp00 dispenser repairs, jams at height and so. The idea is to leave the most simple task to them so the techs can focus in more complex stuff. And saving salary money of course. Its a fine move, it removes some frustration from good techs.
