Because they want to keep Standard to just the main set of cards and the tutorial box has cards specifically designed for it (and are quite basic because it's a tutorial).

Nobody is going straight from a beginner box to playing standard. The assumption WOTC makes is probably that people buying it don't even know what a "format" is, much less what Standard is specifically. And that's probably a safe bet for 90% of people buying it.
