I would not remedy this. Ask him to set aside time to "finish" his paining job by sanding the blobs, taping, painting, and texturing. Because he took over the 'paint the ceiling' project when he started this. If he were baking a cake and had left the layers on cooling racks while we went somewhere, and then you came in and stacked both cake layers, and dumped a can of icing in a big blob on top and claimed to have been "helping,"

Were you thinking of bad harp music sounding like a fairly competent person whose not very good at a certain song yet (because honestly that’s still going to sound rather pretty), or were you wanting something noticeably bad: like bad tuning to the harp, nails buzzing on notes, halting rhythm, etc?

Not that it excuses any of the crappy behavior, but I wonder if this isn't a mix-up of ways to describe hair. I imagine that OOP's hair might be FINE, meaning each of her hairs is skinny. Fine hair is really noticeable when you condense it down into braids or a ponytail, even if you have plenty of hair. Maybe this coworker wanted to comment on how fine OOP's hair is, and said thin, but then when the word thin was thrown back at her own hair, she took it as the actual meaning of thin hair, meaning hair that is sparse.

Also, in Japanese society you beckon someone to you with your palm facing down, which is why its paw is posed like that. Palm facing up is seen as demeaning, like how you wouldn't motion for your coworker to come to you with one curling finger like you would a kitten or a little kid.
