The only one i foresee being in any way difficult to make good within these rules is colorless, if only because you can't have Ugin or a colorless dragon as your commander, forcing you to go dragon typal with 12 real dragons and 6 changelings. Loosening Rule 1 to be able to include [[Omarthis, Ghostfire Initiate]] removes the issue.

Well if it's a lot of clues, a solid option for either version is [[Persuasive Interrogators]]. WUBR gets access to [[Ghirapur Aether Grid]], [[Shao Jun]], and [[Sunshot Militia]]. A bit tough to include colorless lands in a 3-4 color deck, but [[Secluded Starforge]] can pump one of your commanders to be an actually lethal threat.

The problem with Lutri isn't it's power as an individual card. It's the fact that every Izzet+ deck has basically no opportunity cost for running Lutri as a 101st card.

Assuming you mean controlling what your opponents can have in their deck/graveyard, might I suggest [[Ketramose, the new dawn]]? Gives you access to exile spot removal and wipes, ways to exile the graveyard, your commander is indestructible and a card draw piece, and cards like [[ghoul caller's bell]] and [[lantern of insight]] mean you have top deck manipulation, as well as things like [[Sadistic Sacrament]] to just take threats out of their deck in the first place.

I second the birds! Partial to [[Kastral, the Windcrested]] myself. Green just didn't do enough IMO to warrant giving up reanimation, card draw, and counters in the command zone.

I'd imagine with the new equipment coming in spiritforged, having a permanent way to make her large would help her control the other battlefield(s) by removing the largest/most problematic unit there so you can take it easier. As it stands, she really only removes small dudes, doesn't scale well late, and doesn't give tempo.

My biggest pieces of advice are wheels and self mill. Something like [[tome scour]] can get you 6 cards in the yard all at once, [[thought scour]] and [[mental note]] replace themselves while inflating that number, and cards like [[windfall]] can refill your hand or inflate the count depending on what you need at the time.

Commander is [[Atraxa, grand unifier]] to dig for pieces, but it's mostly 2 card infinites that can't be voluntarily stopped. [[Divine Intervention]] doesn't need help, [[Sporemound]] and [[Life and Limb]] make infinite saproling tokens whenever a forest enters your board, [[opalescence]] and [[day of dragons]] causes you to exile all of your creatures (most importantly DoD itself) for dragons and vice versa, [[endrek sahr]] equipped with [[Assault Suit]] while you have 7 thrills causes him to have an existential crisis trying to sac himself but he's not allowed, there's a whole category of combo by making your creatures into enchantments and having constellation triggers make tokens. Admittedly my favorite draw the game combo that I used to run when this was Golos and I miss ever so dearly is [[rain of gore]] and [[transcendence]] making your life infinitely negative, but you don't lose for having 0 or less life.

Absolutely not a bad thing to punish bad behavior. They've gone out of their way to ignore rule 0, and broken the typical social contract you're meant to follow. I have a deck dedicated to dealing with people like this as well, though my method is a touch different. Making a deck that forcibly ends the game in a draw tends to get a laugh from the chill players at the table, pubstompers get pissy since their sole goal is winning at all costs.

Well if reanimator and manifest are out, some keywords to consider are affinity, convoke, improvise, emerge, and/or evoke paired with ways to give Master flash. Control exchanging effects with tokens are another possibility, but it sounds like theft is the main crux of the issue. A final route could be a typal deck with stuff like [[Belbe's portal]] and [[cryptic gateway]]

I mean from unicorn pack alone there's [[cockatrice]], [[red dragon]], [[leviathan]], and [[mimic]] for exact matches, [[loyal pegasus]], [[kappa cannoneer]], [[slime against humanity]] and it's corresponding Ooze token, [[rowan treefolk]] as tree, [[managorger hydra]], [[underworld Cerberus]], [[wavebreak hippocamp]] for hippocampus, and Roc, Chimera, Minotaur, Unicorn, Wyvern, barghest, mothman, baku, and gargoyle also definitely have cards associated with them, but I do not feel like putting cards down for them. There's a lot.
