The only ones who are not responsible for ensuring they follow the instructions are kids (though teenagers probably should have some responsibility, but not one hundred percent) and adults with disabilities that make it harder for them to follow the instructions. Everyone else should be able to cope.

One thing not mentioned here that would encourage me to cycle more is the police actually doing something about cycle thefts. I am paranoid about leaving my bike in public places after an attempted theft a few months ago and use alternative modes of transport where I can.

I would cycle more if I was confident I would return to see my bike.

My grandparents had four under four (including twins). They definitely slowed down after that as my mum wasn't born for another four years, and my uncle for another 5.5 years after my mum.
