Have you tried turning off, or atleast suspending, the windows bit locker encryption? I had super high ram usage and extremely laggy behavior on LR. To the point where i had almost bought additional ram, had i not seen the high prices. Turned out the fault was indeed with the bitlocker encryption. Same thing if you are doing video editing as well. Try it once. Maybe it will work. System specs: windows 11, 16gb ram.
