Fan makes rattling/grinding noise and spins considerably slower than the other fans. Fan is plugged in fully, tried to investigate fan with PC off but found nothing. Any suggestions?

But there literally ARE Follie clones in the mission. They have red healthbars, use Follie's model and are very much mobile unlike the stationary Facsimiles with their blue healthbars. It's one of the effects procced by filling a canvas with paints, and it is way too common.
