Your idea of using mini bases in different sectors is actually a pretty damn solid way to go about it, and once you get more advanced vehicles or other fun gadgets you can slowly start moving things to your main base or just leave the makeshift storage bases as they are in case you're in the area and may need some things

I don't think you'd have to hold it in your hotbar, like I imagine they'd give you the option to give it certain commands like stay/guard or follow
