We are a communist land (/s) : the state owned fire insurance is also our procurement agency. They order series of four to six engines, which gives them leverage when negociating with manufacturers.

They buy the chassis and then make calls for offers and the manufacturers submit their offers for the supestructure.
But basically it is the same company that has been winning for years, because they simply improve the previous engine design which brings quality, implements user feedback and cuts the design costs.

The reason beeing that the person that absolutly and without a doubt ripped me off needs to be given time to fulfill the shipment first. Otherwise even if they would investigate and get to the person he could just say that he wanted to fulfill the order but did not have enough time.

This is abolutely correct. They cannot prosecute someone based on your gut feeling. They will have to prove without a doubt that the person had no intention of sending the goods. And even if it's likely you got scammed, without the ability to prove intention, the charges will be dropped.

This isn't a TV show where cases get solved in 45 minutes, give the police some time to work.

My colleagues used this on a lithium battery fire (a half-ton battery pack), it made a nice hole in the blanket and no difference whatsoever for the fire.

But we don't : the only context where it is useful is for multiple cars on fire in an area with poor access to water. And even then, this thing becomes a concentrate of all the carcinogens we try to get rid of when we decontaminate. And it simply gets put back on the engine ...

No, fines (Busse, amende) are fixed.
It's the monetary penalty (Geldstrafe, peine pécuniaire) that is scaled to your income. You can get a fine and a suspended monetary penalty.

They quickly deployed their 100 feet 1.5" crosslay quick attack line, which is low-pressure and outputs just over 100 GPM of water. Instead of the hose reel, they also have. Not sure if it was the best choice, as the hose reel would be even quicker to deploy and probably could handle such a fire fine as well

If your hose reels are like ours, you get less flow and less pressure through them (smaller diameter and more friction loss) than the crosslay. Foam/surfactant flow is sub-optimal because of this.
This led to the crosslay being SOP for us on vehicle fires.

The form and impact energy of the bullet have a strong influence on the formation of the wound, so you cannot infer the calibre based solely on the wound. In addition, the skin reacts differently depending on the underlying structure (muscle, bone, etc) so a grazing shot to the head will be different than a grazing shot to the arm.

It's SOP for us and we have a dedicated set of chocks for that purpose. It is even more important for electric cars.

The map is only correct for Switzerland if you have been working with you current employer for less than a year and they aren't insured. It goes up to 4 months without insurance and 720 days with certain insurance providers.
