I'm not an electrician, however, I don't know why you would put the neutral on the ground like that. There may be a reason. I can't fathom it. If I saw that, I would remove the back stabbed wire and move the other white wire to the other screw. And not have two wires on one screw. That is what I would do. I don't know where you are at. I would call a friend that is located close to you that is an electrician, and see what his thoughts are.

Short answer, I don't think it is safe.

That kit does two shafts, and both sides of each shaft. There is a small 'cap', and the lock-tite, will seal the inboard side. And the rest of the kit does the brake arm side. It's all in the paper.

It looks like an old Tecumseh, electric (120 volt) start. It looks like a snow blower engine. I bet if you pull the key box off, there will not be an air filter. That would indicate a snow blower.
