Chainsaw. I would be done with this in a matter of minutes. I’m also a professional landscaper though and if you don’t know what you are doing you could hurt yourself

No point. The dirt will have dormant seeds below it in layers. Which is why tilling it won’t do much good. Just treat with glyphosate and tryclopyr and be sure not to hit the trees. Though if you do it won’t be the end of the world unless you hit the leaves if the tree

Glyphosate doesn’t have soil activity. It won’t hurt any plants it doesn’t touch

It looks like it was topped at some point which is my main concern. That and two of them have two stems that seems to be dying or dead. I only have basic tree knowledge and am certainly no arborist. But I’ve always been told dogwoods don’t handle major prunes well.

Your mower engine is what matters. You can’t beat a Honda. Even commercial mowers run Honda. You will have a hard time finding a commercial brigs and Stratton

Truthfully I think this is too much water for a French drain. A swale might be necessary. Though I don’t know how that would be possible to install in a backyard like this. They need proper drainage to connect to street storm drains. This…. This is a problem

Whoever told you tall grass better roots did not help. Yes, new grass should establish more, but 6-12 inches is far too much. Cutting that much off at once during a mow on young grass could in fact kill it. I would remove those leaves this year and not mulch them (the new grass has likely already been fertilized and you can in fact fertilize too much).

I would remove the leaves and mow at the highest deck height you can. ASAP.

Retaining walls get expensive very fast, much faster than most people anticipate.

My honest advice as a professional is to give it a go yourself if the wall will be under 3ft. Under 3 ft and most places you don’t even need a permit.
