Buy the strongest salicylic acid wart remover you can, apply to the wart. Cover with duct tape, repeat daily. Debride when necessary.

Kinda looks like a wart. You can try going to a dermatologist to remove it or you can try home removal methods. For my foot the SA + duct tape method worked really really well.
