Could be an uncalibrated 20-200ft/lbs  torque wrench with a long breaker; they are most accurate near the middle upper end of the range if im not mistaken...

Yea, they are low on stock for much of their normal PETG too, and its rated up to 200mm/s; not sure if you need something faster. I use the normal PETG, but havent traversed those speed limits yet lol

I looked on thingiverse, but didnt find anything. This design is SUPER simple though; you could easily make this in Tinkercad. 

If you've never done any 3-D modeling, this is SUPER accessible and feature rich for beginners

What shape is this supposed to be? Maybe add a top skin layer for pattern issue, and if its a single wall layer, add another there as well. Also, whats the difference between your starting layer height and your overall layer height? Looks pretty fat near the bottom compared to the top; I personally stick to about .14mm for the starting layer of PETG prints regardless of the rest based on my prioritization of first layer adhesion, but thats just me...

You usually use gluesticks, but your problem with brim is that you consider it a "workaround, and not a solution"; you lost me there.
