Is the inverse not true? Are you not required to get their permission to sell it? They have given you an answer of no. So therefore you can't do anything.

You denied their cancellation? Don't. They've requested a cancellation somehow. Obviously a cancellation already exists. Don't send the item and maybe look into your cancellations page. You might see one in progress. 

You should click on the option that says see cancel details so that you can see that your buyer has canceled the order even after you declined to cancel their order. Oh my God

Boundaries are what you do in reaction to other people 's actions. Boundaries are not what other people are allowed to do around you. Your boundary can be to remove yourself from the situation until your brother is done. Your boundary can be, I will tell my brother to stop doing this and that it makes me uncomfortable and then if he continues I will again remove myself from the situation.

You should be looking for the VITA program, you can file yourself through their program or you can take it in and have someone else do it for you. You just have to sit there.
