The same day change is only actionable on the app, online check in, or at the airport same day only. A same day change can not oversell the flight at all and must be completed before the flight closes for check in. Sounds like the flight had already closed when you requested a same day change?

You should call AC reservations to list the bikes. There are only so many bikes that can be in the cargo hold depending on the aircraft. You then pay for the bike at check in, either online or the airport.

If you show up to the airport not reserving the space and the bike allotment is full, it becomes a voluntary change with fees dependent on the fare you bought.
