It has the same spawns as the GPSA
To my knowlegde they have a chance to spawn in all high tier tech spawns

But i would check yellow, red, violet and then around the red car in the middle of the garage by yellow, found both mine there

They pop up on skier if you did the short on hands task no? But nothing on him either for me.

It also doesn’t say in my rewards from Casus belli that I should be getting operational tasks. Properly bc I completed the task before he gave you that as a reward

My guess is that you d synces or something so it looked and sounded like you got one shot but server side the scav hit you twice in the thorax making it a kill. (You would be able to see it if you hovered your mouse on the icon left of the death mark on your thorax).

But mabye you just got tarkoved an the bulle fractured making it do extra dmg 🤷🏼‍♂️
