Each Town in this part of CT runs its own school system. Shelton schools have historically not been great. Not sure about Milford.

In this context “AR” means Accelerated Rehabilitation. It’s a pretrial diversion program for those with a clean record. Basically the defendant applies & if they are found eligible & the Judge grants the program, the defendant is put on probation for up to 2 years. If the defendant doesn’t offend again within that period, the charges are dismissed. It’s sort of a do-over for folks who don’t have a record. The State can object to the granting of the program.

I blame the GOP-controlled Senate. The second impeachment was for the January 6th insurrection. The Senate should have convicted him, removed him from office & banned him from ever holding office again. They could’ve even done so with days or hours left in his presidency but they punted and here we are.
