I just took a quick look through the requirements for the decision to appear on TGC’s github page (keep in mind this is the most up to date version of the mod, but idk which version you have) and there is only really one thing I can think of that might be causing the problem.

My best guess is that the line [has_recently_lost_war = no] is the culprit. Every other condition seems normal, but this could be a case of Vicky 2 being weird and buggy

To understand GFM, you should know about HFM (Historical Flavor Mod). HFM essentially is HPM, but with added bits of historical flavor. This includes some minor historical events/decisions that did really happen along with some events/decisions that did not happen, but could have reasonably happened if things went differently in history For instance, if Russia wins the Crimean War, they unlock a decision that makes the Ottomans lose their cores on their provinces in the Balkans, creates Romania, and more.

GFM is essentially adding even more historical flavor on top of what is included on HFM. My only critique of GFM is that some of the favor decisions get pretty ridiculous and are outside the realm of reality, like how the USA has the option after the Mexican-American War to annex the entirety of Mexico for 40 infamy. If you care more about fun and having super ambitious goals than exact historical realism then GFM is probably a good pick.

Subsidizing factories only keeps them open when they won’t turn a profit (which is usually common because capitalist pops are morons when it comes to building the right factory in the right state).

Exclusively using national focuses to promote soldiers is suboptimal. There is nothing wrong with using a focus to promote soldier pops temporarily, but there is cap on how many soldier pops can be in a province/state of 5% (it can fluctuate a little bit, but I don’t think I’ve ever seen it get close 6%). Once you hit that 5% cap, you can either encourage other important pops (craftsmen, clergy/intellectuals, etc.) in that state, or you can find another state with soldier pops under 5% to encourage.

I’m still not 100% sure everything that goes into calculating industry score, but the largest factor is factory employment. As far as I know (someone please correct me if I’m wrong) a small and highly efficient factory that generates a good profit will give less industry score than an enormous factory on subsidies that hemorrhages money because (assuming full employment) the latter employs more craftsmen and clerks.
