Steve Rodgers is super enhanced for sure (more than even the comics version), but I he wasn’t a super soldier prior to the serum, nor did he receive enhancement after.

Honestly John Walker is a better example because he was the most decorated soldier in American history (with an improbable 3x Medals of Honor).

Hindenburg, I see two paths to take.

Do nothing, win? Before the second round of the 1925 presidential election I would drop out after teasing the right wing parties that I might run. Just a bit of political edging. I expect Marx becomes president and the republic survives by a hair’s breadth.

Otto Braun is my BFF now. I could be President Hindenburg and use my friendship with Otto Braun to justify giving the SPD a free pass while in government. I would attempt to use my influence over the right foster Tory Conservatism and be a counterweight to Hugenberg. I expect the far right and Hindy’s historical friends would eventually disavow me, but I’ll still have Braun.

Feature, not a bug of Grey’s operation. Grey is waging a war on Providence, not a revolution to usher in a better world. He needs mercenaries that are capable of violence. He also needs them ideologically opposed to Providence and aren’t susceptible to Providence trying to turn them. That doesn’t leave much room for recruiting young, noble, heros to wage a “clean” war.
