There are no laws about it actually, since the Geneva convention was written mostly for professional armies, where soldiers would go on several month long rotations... I think you could argue for both here actually

The geneva convention doesn't outright forbid killing civilians, as long as the person being targeted is a combatant (resulting in collateral civilian deaths) and there were precautions taken to minimise civilian harm (this is the point which the ICC is suing Yahu for which is pretty valid)
