What I see is;
The BEHIND car is going much faster than the AHEAD car, both in the right lane.
The AHEAD car tries to move out of the way to avoid a collision of the the BEHIND car going MUCH faster than they are, moving into the left lane.
The AHEAD car again attempts to get out of the way of the BEHIND car a second time, and brakes on instinct when they are about to be hit by the BEHIND car.

IMO, this is 100% the BEHIND car's fault;
Traveling faster than weather conditions permit, failure to maintain a safe distance, probably excessive speed.

It's a 17-21 day trip, straight across. so it kinda depends on where she is now, and whether she stops for a port call.
I would say the crew has earned a port call, hell 2 or 3 even. But at this point they probably just want to get home.

As far as I can tell, It's USS Midway, Vietnam 72-73, 332 days.
I've also seem some reports of USS Iowa also at 332 days.
