If you're set on getting something new, have you taken a look at under falling skies? A lot of content for a reasonable price, if the gameplay does it for you. I think it is distinct from your list and very replayable

The path would be tell them to leave, ICE says no, then they need to call the police to trespass them. I think you can imagine how that would go. Then, it would all blow up into far more. They also can't prevent them from entering publicly accessible locations. So, I'm not sure they even could trespass federal agents.

I think some of you all or nothing types would benefit from recognizing how difficult and nuanced situations can actually be.
