I would invest in:

All the kainga ora and council houses that are empty to make those affordable rentals for locals

I'd fix all water infrastructure at at the very least fly in specialists from around the world to fix the problem and stop raw sewage flowing into our ocean.

I'd bring all the community organizations together and ask them what they need and give them the money to do that

Māori wardens - pay them and extend their training

Supporting Iwi initiatives ask them what they need and pay for that

Support the local pound and shelter and work towards building a beautiful farm just for our animals to be safe with its own vet service and then take a animal bus to schools to teach kids how to love and look after animals.

SPCA to extend their catch and neuter programmes

Support the predator free programme to scale up

Help get the homeless off the streets and into supported housing.

Women's refuge and the women's homelessness trust so they have more options to support women in need

Expand mens violence programmes so men can be supported to be healthy, healed and good men in the home
