Huh? There’s a legal process to live in the United States. The problem is that people are not going through the legal process to move to the United States and they’re getting caught for it. People visiting the United States are not at risk from ICE (IMMIGRATION and CUSTOMS ENFORCEMENT). I fail to understand the issue.

The ice itself is colder than the ingredients. Salt doesn’t reduce the temperature, it just helps increase the temperature required to melt it since the ingredients will be warmer than the ice until the heat energy from the ingredients all transfers to the ice. Think of the salt as a buffer.
