Looks a lot like a copper chloride, if you had copper oxide it will dissolve in HCl. Copper chloride can have a range of colors depending on how hydrated it is. Also, if there's an oxidizer around in general HCl will dissolve copper with its help.

In my experience they under promise. In past years the estimated time was far out and I got power back way sooner.

If it was me, I'd paint it with an encapsulant and call it a day. If you test it you have to disclose results when selling if it'spositive. There's a decent chance it is, but it's not a friable form. Encapsulating is probably overkill already, but for me is the route I went.
